This article addresses two variants of the strategy for the development of technical policy. These variants depend on the energy efficiency requirements of the materials and building structures. Strategy 1 is Economy variant and Strategy 2 is Pragmatic variant. To analyze the feasibility of the proposed types of strategies at the initial stage, we chose 10 most common types of apartment buildings in the Samara region. All other criteria were secondary: building height and, as a consequence, an elevator (elevators) available, total area, material and engineering aspects of the roof, foundation and engineering systems.
